The ancient capital of Nara is located in Nara Prefecture, just south of Kyoto. It was the site of the city of Heijokyo. The administration begins trying to enforce the land tax system as implemented in the Taika reforms.

shomu becomes emperor

Shomu moves his residence Yakushiji in Nara, but retains the title of emperor and continues to rule from the monastery. He was probably forced by confucianists to move his residence as they opposed his taking the tonsure.
