    The Wilmont Proviso was designed to eliminate slavery within the land acquired as a result of the Mexican War. President James K. Polk asked congress to appropriate $2 million for purchasing peace with Mexico. The bill passed the House but failed in the Senate.

James Gadsden, a southern railroad builder, was sent to Mexico to persuade the government to sell a peace of land between New Mexico and Arizona for $10 million. This eased the build towards the south, which angered the north.
