Timeline of Special Education Events

  • ASL was recognized as a language

  • ESEA

    The Brown v. Board of Education case gave parents of students with disabilities a voice to call for equal schooling for their children as well. The Elementary and Second Education Act (ESEA) called for federal funding for disadvantaged/poor students, and also called for equal access to education for everyone.
  • EHA

    Law passed that required students with disabilities to have equal access to education. It protected the rights of and made sure every state met the individual needs of children with disabilities. The Education for All Handicapped Children's Act (EHA) known as Public Law 94-142.
  • First female supreme court representative was appointed

  • First handheld telephone was commercially available

  • HCPA

    This law gave parents of children with disabilities more say in their child's Individual Education Plan (IEP). The Handicapped Children's Protection Act was signed by President Ronald Reagan.
  • Public Law 99-457

    Reauthorization of this law to address early intervention. States are now mandated to provide early intervention services to families of children with disabilities from the time they are born, rather than at the age of three, which is what it was before.
  • IDEA

    The EHA was renamed to the Individuals with Disabilities Education Act (IDEA) and was also reconstructed to allow all students to have the same access to curriculum. Congress also stated that students with IEP's should also have an Individual Transition Plan (ITP).
  • NCLB

    The No Child Left Behind (NCLB) act was signed with the intention of keeping schools/states more accountable on the growth and achievement rates of students with disabilities. It was a reconstruction of the ESA. This law was controversial for many reasons; one being its emphasis on standardized testing.
  • IDEA 2004

    Reauthorization of the IDEA to align with the NCLB act. This continued the accountability of states to improve educational outcomes for students with disabilities. It also raised the standards for those who teach special education classes.

  • ESSA

    The ESEA act was reauthorized to the Every Student Succeeds Act (ESSA) in response to the criticism's of the standards of achievement set for students with disabilities. However, multiple states still do not uphold the revised requirements.
