Meanings everybody just came out of struggling with the cold war, they decided to start things new ways and create new things. The decided to plant trees in shelter-belts, and they resulted to soil blowing. They decided to do this in every counties but the drought counties that were large. -

The rain was failing to fall resulting in more and more dust storms. However, the rain finally falls and brings a end to the drought. Eventually with coming god things, the country manages to pull themselves back to their feet and fix everything. They slowly pull out of depression.
