    There was an investigation to see how many students were being denied the proper education before the Mills V. Board of Education of Education of the District Columbia case in 1971. After the investigation, the Bureau of Education for the Handicap found that 8 million children needed services in Special Education.

    Education for All Handicap Children Act was signed by President Gerald Ford. It made it a requirement for all states to accept funding from the federal government and make sure all their public schools follow the law. The reason for this is because it will help provide all students with disabilities an equal education. It also makes sure that schools offer them one free meal a day.

    Congress got stricter on requirements on both Special Ed educators and the educational curriculum, along with there being “early interventions” for students when they amended IDEA. They wanted there to be “improved educational outcomes.” Also, within a state, school districts needed to have 15% of their “special education funds” moved to “general education” if it was discovered that they had a certain amount of minority students with-in special education who did not really have a disability.
