In this the U.S. owed money to France and Britain and America had a great relationship and Britain and France were in the middle of a feud. But George Washington said to stay neutral and not join the feud. This caused for sailors to be impressed into the British army and France lost the trade with the U.S.

    There was John Adams in this policy. It too place in the U.S. Many people questioned the laws of the U.S. to do with immigration so they made a new law. But it was not fair so it didn't go through because the states created laws against the law.

It was caused because Thomas Jefferson refused to make any additional payments to the people of Tripoli. This caused the people of Tripoli to get mad and a war was declared. Jefferson increased the size of the navy to win and in the end we had more naval ships than we had started with from the beginning.
