    Senator Brien McMahon proposed an idea to create an army of skilled young americans that go to other countries to provide help. The program he was proposing was based off of church missionaries which have been sending people to deveolping countries for decades.

    Senator Hubert H. Humphrey proposed the first bill to establish a peace corps. When the bill was first introduced it didn't get much enthusiams because congressmen didn't like the idea of thousands of americans scattered all over the world. Also because there wasn't much research done on the subject, so Humphrey didn't have a lot of factual support.

    Congressmen Henry Ruess and Senator RichardNeuberger introduced a nongovernmental study that would allow the research of the practicality and availability of the peace corps idea. $10,000 was made available to Colorado State University to initiate the study.

This was the planting of the seed for JFK to young people to get them on board with the idea of the peace corps. Students every loved the idea of the peace corps.
