    The Education of Handicapped Children Act is a Federal law governing the education of all children with disabilities. This act required all public schools accepting federal funds to provide equal access to education and one free meal a day for children with physical and mental disabilities.

    This law requires students with mild disabilities to pass state tests along with their peers that do not have disabilities. This also required that all students be held to a high standard. This law was passed by congress in 2001 and signed into law by President George W. Bush in 2002.

    Signed into effect in 2004 by President George W. Bush. The major purpose of the Individuals with Disabilities Education Improvement Act is to ensure that all children with disabilities have available to them a free appropriate public education that emphasizes special education and related services designed to meet their unique needs and prepare them for further education, employment, and independent living.
