  • The American School for the Deaf

    The American School for the Deaf
    Located in West Hartford Connecticut, this was a major achievement for children with hearing disabilities. Before parents would have to hire private professionals and teach their children themselves. This was the first school for children with disabilities in the western hemisphere at the time.
  • First Special Education in Jacksonville

    The first special education class in Florida started in Jacksonville.
  • Florida School Districts allow Physically Handicapped students

    For the first time, physically handicapped students are permitted in public and private schools.
  • Elementary and Secondary Act

    To address the inequality of opportunities within the education system; Congress passed the Elementary and Secondary Act (ESEA).

  • PARC and Mills

    PARC, also known as Pennsylvania Assn. for Retarded Children V. Commonwealth of Pennsylvania. This case addressed the exclusion of children diagnosed with mental retardation from the public school system. A settlement was reached where educational placement decisions must involve parents. Mills dealt with suspending, expelling, and excluding children with disabilities from the District of Columbia public schools.
  • Congressional Investigation

    Congressional Investigation
    After the PARC and Mills cases, Congress decided to investigate further. The Bureau of Education found that there were a total of 8 million children who had special needs and required special education. Of those 8 million students, only 3.9 were receiving an appropriate education. 1.75 million students were not receiving any special services at all. The rest of the 3.9 million students were getting inappropriate education.
  • Public Law 94-142: The Education for All Handicapped Children of 1975

    Congress's intentions with this act was to ensure the education of all handicapped students. They made it so that State and local education agencies were held accountable in providing their students with disabilities educational services.
  • Competency in exceptional student education

    In the State of Florida, to get your teaching license one must meet the competencies of working with exceptional students.
  • No Child Left Behind

    No Child Left Behind (NCLB), was a law designed to, "level the playing field" for students with disabilities or disadvantages. These students could have a disability, be a minority, come from a low socioeconomic status, or an ELL student. This act attempted to provide more opportunities for these students to help them succeed. This act was based of the previous ESEA, however, it was more strict and held schools accountable.
  • Individuals with Disabilities Education Improvement Act of 2004

    This act is similar to NCLB, but this act focuses specifically on students with disabilities. This act was an attempt to provide students with disabilities free public education that offered services to accommodate any and all disabilities. This act then went into detail about IEPs and why and how they should be administered.
