    " The Rowley Decision:

This Supreme Court decision clarified "appropriate" education by determining that the intenet of P.L. 94-142 is to open the doors of public schools to students with disabilities, not to provide opportunities for students to reach maximum potential. ( Henley, Ramsey, Algozzine, 2009). Amy Rowley was a deaf student who's parents were denied a sign language interpreter for her schooling. This case showed the courts view of FAPE. The supreme court found that an interpreter was not required.

Zobrest v. Catalina Foothills School District

The court held that provision of a sign language interpreter in a parochial school was not an entitlement under IDEA, the decision was in a finding that services of an interpreter were part of a general government program that distributed benefits to any child qualifying for services regardless of the school the student attended. This court case raised the question of if a school district could decline to provide interpreters to a deaf child based on the establishment clause. The answer was no.
