    Obama enacted this federal policy that allows all people to be entitled to healthcare. The only thing is that they have to fit within the criteria in order to be eligible for the healthcare. This is a leadership deficit because it was created and enacted by President Obama, and so far it has not been very successful in enacting it's policies for people who qualify.     USA Today reported that in 2011 the average family spent $575 over what they could afford. This is a combination of a Budget and Savings deficit because people are not thinking of how much money they should spend, and as a result they are not saving more money for their future.     She was keeping many of secrets from the public and they were exposed in her emails that went public. This caused the American people to distrust our leaders. There was an FBI investigation that has now ended. This is a leadership deficit because Clinton was incompetent when doing her job causing the people to die, when they could have been alive today.
