    In 1878 women got the amendment to give them the right to vote into congress, but by the time it reached both houses in 1886 the amendment was denied.

    James Mann took control and proposed the Susan B Anthony Bill giving women the right to vote this time instead of failing it won both houses and was sent in for ratification in the states.

    Illinois, Michigan and Wisconsin. Kansas, New York and Ohio were the first to easily except the bill in their states. Alabama, Georgia, Louisiana, Maryland,Mississippi, South Carolina and Virginia all did not accept the bill so that made Tennesse have to decide whether to the bill would be accepted or failed.

    When Tennessee had their legislators it was a 48-48 tie. The final decision would be made by Harry T. Burn. Before he made his decision his mother reportedly wrote him a letter telling him that he should stand with women and their right to vote. That is what the ratification came down to one vote and that vote went to helping women. All of the seven states that did not agree at first changed their mind by 1984 with Missouri being the last to accept the rule.
