    This act was created because the United States was in the middle of the Cold War and the USSR just sent a satellite to space. The focus on the act was designed to help people in instruction for apprentices, designed to fi them for employment as technicians or technical skilled workers in scientific or technical fields.

    This added to the the Vocational Education Act of 1963, the major success from this act was that it broadened the definition of vocational education and brought it closer to general education.
