Rhode Island has the first special education class in the United States. -
Bureau of Education for the Handicapped
In 1965, the Bureau of Education for the Handicapped is established in The Department of Education. It was later renamed the Office of Special Education Programs. -
Mills vs. D.C. Board of Education
This landmark court case stated that the equal protection argument applies to students with disabilities. -
Section 504
Section 504 created to protect individuals from discrimination based on disability. -
Transitioning to the Community
President Nixon orders that 1/3 of individuals with disabilities leave institutions and transition to community residential placements. -
PL 94-142
Education of All Handicap Children Act is enacted. All students must now be educated - regardless of whether or not they have a disability. -
IDEA
Individuals with Disabilities Education Act -- the law now requires more for transition services, outcome-based, etc. -
ADA
Americans with Disabilities Act: '504 plans' for students become more common place with this legislation enacted. -
1997 Reauthorization
IDEA reauthorized: major differences include the mandate that all students must be proficient in reading and math by 2014 and that all students - whether they have a disability or not -- must participate in state and district assessments. -
NCLB
No Child Left Behind enacted. Introduction of standards-based reform, higher standards for all stakeholders, AYP, and highly qualified teachers for all students. -
2004 Reauthorization of IDEA
The reauthorization called for more data on outcomes of students, accountability, and instruction/intervention for students to avoid the placement into special education services if possible.
