At this point in time, The Hapsburgs were the oldest ruling house in Europe. In addition to their homeland of Austria, they had control over Bohemia, Hungary, Romania, Poland, Ukraine, and Northern Italy. -

Francis Joseph Reforms
When Austria suffered its humiliating defeat at the hands of France and Sardinia, Francis Joseoh realized he needed to strengthen the empire at home. He granted a new constitution that set up a legislature, but it was dominated by German speaking Austrians, so it had little effect on anyone. The Hungarians were determined to setttle for nothing less than total self-government. -
Austria Defeated
Prussia beats Austria in the 1866 war and it brought renewed pressure for change from Hungarians within the empire. -
Dual Monarchy
Ferenc Deák, a Hungarian leader, worked out a compromise that created a new political power known as the Dual Monarchy of Austria-Hungary. Under that compromise, Austria and Hungary were two separate states. Each had its on constitution and its own parliament, but both were ruled by Francis Joseph as he was the emperor of Austria and the king of Hungary. They both also shared minstries of finance, defence, and foreign affairs, but everything else between the two was independent.
