1964 President Lyndon B. Johnson submits message on poverty to the U.S. Congress. “Today is the first time in all the history of the human race a great nation is able to make and is willing to make a commitment to eradicate poverty among its people” -
The Economic Opportunity
The Economic Opportunity Act (EOA) is passed by Congress and signed into law by President Johnson. Original programs include Community Action Agencies, Head Start, Neighborhood Youth Corps, Legal Service and others. -

Robert Sargent Shriver, Director designate of the Office of Economic Opportunity (OEO), is confirmed by the U.S. Senate. -
SNHS
SNHS chartered by State of New Hampshire as the Community Action Agency for Hillsborough County and served the City of Nashua and the twenty-nine surrounding towns. 6 other Community Action Agencies are also designated in the state. -
SNHS History
Southern New Hampshire Services, Inc., (SNHS) is a private, non-profit corporation chartered in the State of New Hampshire, May 21, 1965, to serve as the Community Action Agency for Hillsborough County in compliance with the Economic Opportunity Act of 1964. From 1965 through 1969, SNHS was known as the Community Action Agency for Hillsborough County and served the City of Nashua and the twenty-nine surrounding towns.
In 1969 SNHS became the Community Action Agency for the City of Manchester -
The first SNHS program
The first SNHS program, begins in Nashua. -
President Johnson
President Johnson signs a two-year authorization of the War on Poverty. Title II (Community Action Agencies -CAAs) redesigned, requiring a CAA to be a state or local government agency, or a not for profit corporation -
CAA is renamed
1971 Community Action Agency for Hillsborough County is renamed Southern New Hampshire Services (SNHS). -
OEO becomes CSA
1973 Nationwide, Community Action Agencies fight to stop dismantlement. The Office of Economic Opportunity (OEO) becomes the Community Services Administration (CSA). -
CETA
SNHS, under the Comprehensive Employment and Training Act (CETA), begins to provide employment and training services in Hillsborough, Rockingham and Strafford Counties. -
Major economic recession
1975 Major economic recession in the United States begins. -
Weatherization
Weatherization programming begins. -
RSVP
Retired and Senior Volunteer Program (RSVP) begins in Nashua. -
Emergency Energy Conservation Program
President Carter signs supplemental appropriations bill to fund the Emergency Energy Conservation Program. Appropriated funds to help poor pay utility bills and insulate their homes -
Elderly Housing at Greenville opens
Elderly Housing at Greenville Falls opens for occupancy -
RSVP expands
Retired and Senior Volunteer Program (RSVP) expands to Manchester. -
Fuel Assistance Program
Low Income Home Energy Program (LIHEAP or Fuel Assistance Program- FAP) begins. -
CSBG
Community Services Block Grant (CSBG) established to fund CAAs through the states; the Community Services Administration (CSA) closes. There is no longer a cabinet-level antipoverty agency -

SEE Science Center opens with seed money from Community Services Block Grant (CSBG). -

Surplus Food distribution begins -
Homeless Assistance
The Stewart B. McKinney Homeless Assistance Act passes, providing Emergency Community Services Homeless Grant Program to CSBG grantees. -
