    The states had power. The government waged war for independence against Britain. It was not successful.

    Plans:
    -Virginia Plan- proposed a bicameral legislative branch
    -New Jersey Plan- state equal representation
  • Compromises

    Compromises:
    -3/5 Compromise- every slaves is counted as 3/5 of a person
    -Great Compromise- one rep per state
