Czar Nicholus made the Third Department of His Majesty's Own Chancery. It gained the most attention. They were in charge of laws and policing the country.But also set up things like spy missions and investigations.

Emancipation of the Serfs

Alexander II is most known for this event, when he emacipated the serfs in Russia. It was a controversial and complicated process and did not completely solve the issue, but Alexander made a big impact.
