    Jones Act gave Puerto Ricans American citizenship. Spanish is the medium of instruction for the first four grades.
  • 1930 Jose Padin is the Commissioner of Education

    Introduced a language policy that required all subjects with the exception of English to be taught in Spanish in the first eight grades.
  • 1941 Blanton S. Winthrop

    1941 Blanton S. Winthrop
    Blanton S. Winthrop's policy was modified. English was re-established as the language of instruction in the secondary schools.
  • 1948 The first Governor was elected in Puerto Rico

    Luis Munoz Marin was elected to be Puerto Rico's governor.
    He established Spanish as the language of instruction in all grades. One period of English was taught as a second language.

    Governor Luis Fortuno was elected. He wants Puerto Rico to become the 51st state. He has envisioned School's in Puerto Rico to become bilingual currently and to expand all over the island in a near future. His proposal is to implement bilingual education in that way Puerto Ricans will be able to compete professionally, academically and politically speaking.
