The governments creation began when the people choose a man in their country who everyone looked up to to be their king -

When the king died and the people decided to choose his son as the next ruler -
The creation of a parliament
The king at the time was making decisions that did not benefit the people to they revolted and created a parliament to limit the kings power and give the citizens more say in what happens. -
Taxes
The kingdom was getting invaded and the government needed money to protect the kingdom so they began to tax the citizens. -
Charities
The people were becoming reluctant to give taxes when they could not see what the government did for them in return so parliament began charities for the poor to gain their support.
