Historical View of Special Education

  • Council for Exceptional Children (CEC)

    This was for teachers’ that worked with helping children with exceptionalities.
  • Brown v. Board of Education

    Supreme Court rules that segregation in public schools is unconstitutional
    Began the movement of equality in education
  • Public Law 88-164

    This is a legislation that funds training for professionals to work with children that has special needs also for research purposes.
  • Goss v. Lopez

    This says that children with disabilities cannot be excluded from school without careful due process, and it is the schools' responsibility to provide appropriate programs for children who are different.
  • The Javits Act (PL 100-297)

    This act dealt with providing research and demonstration programs for individuals with special needs of gifted students that have disadvantages like economically, culturally or linguistically diverse families, or with disabilities.
  • Free and Appropriate Public Education (FAPE)

    The court decided that children with IDD could not be excluded ah had the right to FAPE.
  • Pennsylvania Association for Retarded Children v. Commonwealth of Pennsylvania

    This says that children with disabilities cannot be excluded from school without careful due process, and it is the schools' responsibility to provide appropriate programs for children who are different.
  • Section 504 of the Rehabilitation Act (PL 93-112)

    This came about when the rights of individuals with disabilities were denied.
  • Hairston v. Drosick

    This says that children with disabilities cannot be excluded from school without careful due process, and it is the schools' responsibility to provide appropriate programs for children who are different.
  • Public Law 94-142

    The Education of All Handicapped Children Act. This ensured that education would be available to them and also free appropriate education that will fit there individual’s needs.
  • Public Law 99-457

    Education of the Handicapped Act Amendments of 1986. This made sure that the federal funds were allocated for the state to develop programs and plans for children ranging from birth-until and for their families.
  • Barnett v. Fairfax County Board of Education

    Children with hearing disability can attend school several miles from home
  • Americans with Disabilities Act (PL 101-336)

    This ensured that children with disabilities have equal access to educational resources and cannot be discriminated against based on those disabilities.
  • Public Law 107-110 – No Child left behind Act (NCLB)

    No child can be left behind due to their lack of testing ability. The child at least have to meet a minimum level of competency in a way that they demonstrate
  • Individuals with Disabilities Education Act (IDEA)

    This is a reauthorization of Public Law 94-142, this one was designed to strengthen and improve the previous one. It added three key points to which are: Quality of personnel, IEP standards (section 1400) and Transition planning.
  • American Recovery and Reinvestment Act

    This act was to stimulate the economy which included financial and social institutions and education, a lot of the funds went to (IDEA) to ensure and improve the quality of early intervention services.
