These testing services continued the work of eugenicists like Carl Brigham who did research "proving" that immigrants were not smart. This creates a use impact of public education by grading schools base on students test scores. This also helps prisons to see records on how many young people will end up in the system when they get older.

There is nine requirements schools need to follow under this title.

    This is to make sure all school receiving federal founds create equal access for student with a disability or mental illness. schools receiving federal founding have to create a plan with the family of the student. They also need to provide administrative procedures for parents to be able to argue if the decisions being made fall under their children needs. schools need to follow four goals so that they are creating a accessible space for students with disabilities and a mental illness.

    Texas legislature denied enrollment in public education and founds for schools who provide education to students who were not legally admitted to the country. The district court found that while barring undocumented children would save money, it would not necessarily improve the quality of the education. The court then concluded that illegal aliens were entitled to the protection of the Equal Protection Clause of the Fourteenth Amendment and that the Texas legislation violated it.
