    The U.S. passed The Embargo act, which The British and the French, until they acknowledged the U.S. neutrality on the Napoleonic wars.

    The USS Chesapeake was attacked by the HMS Leopard near Norfolk, Virginia, because 2 of the sailors of the Leopard deserted to the Chesapeake, and the British sought to make an example of the sailors, by attacking the ship, spreading war fever throughout the state

    Baltimore riots start against anti-federalists, who despite the attack on the Chesapeake, still did not want to go to war.

    James Madison recommends declaring war on Great Britain due to disputes over sailor's rights and their support of the Native Americans in the west.

    The house of Representatives passes a bill which will allow war to be declared on Great Britain, and on June 18, the Senate also passes the bill, and James Madison signs it.
